Accessing special education services can lead to obtaining supportive services for students. For individuals with Fetal Alcohol Spectrum Disorders (FASD), eligibility for an IEP (Individualized Education Program) can sometimes be elusive due to schools misunderstanding or misidentifying their disability. In this video, HMC's founder Kelly Rain Collin discusses common eligibility categories and where FASD best fits within IDEA (Individuals with Disabilities Education Act) regulations.
About the Presenter
Kelly Rain Collin, Ed.M., is the founder and director of Healthy Minds Consulting. She holds degrees in Child Development and Psychology from California State University, Northridge, and earned her Master’s in Risk and Prevention from the Harvard Graduate School of Education. Since 1990, she has worked with children and youth facing complex educational and mental health challenges, including those impacted by prenatal substance exposure. Kelly provides consultation and training on FASD-informed IEP development, supporting families, schools, and professionals in creating effective and compassionate educational plans.
